Objections to JTC-1 Fast Track Processing of the ECMA-376 Specification

To whom it may concern.

This is an open letter from the members of the Linux Society of Sweden
regarding the fast track Processing of the Ecma 376 Office Open XML
Specification by the ISO JTC-1 committee.

We are concerned about several things regarding the proposal to make
Ecma 376 an ISO standard but mostly:

  - The proposal is too large - 6000 pages- to be able to read and
    comprehend within the 30 days alotted.

  - The proposal is incomplete in that some parts reference trade
    secrets which make the proposal impossible to implement without
    knowledge of those trade secrets.

  - There are significant conflicts with existing ratified ISO
    standards, including ISO8601 (Representation of Dates and Times),
    ISO639 (Codes for the representation of Names and Languages),
    ISO/IEC 8632 (Computer Graphics Metafiles), ISO26300 and more.

The concerns over Ecma 376, as pertaining ISO approval, are summarized

The initial review period ends in next week, on February 5th. If none of
the P-Members of the ISO/IEC JTC1 (Joint Technical Commitee 1) raise a
contradiction, the specification will go through the fast track process
towards ISO approval.

We believe, and we hope that you will agree, that this standard should
not be allowed fast track approval.

the Secretary of JTC1, Mrs. Lisa Rajchel (rajchel at ansi.org).
